Edit: CONFIRMED. I used this method and have since successfully modded two PSPs with the resulting memory stick.

Thanks to you I was finally able to unlock my PSP for the first time using 14749 TotalNewbieInstaller. RIGHT-CLICK, RUN AS ADMINISTRATOR
