Did you right click on command prompt before you opened it and select "Run as administrator?" Even if you're currently on the administrator account you'll have to select that sometimes on certain programs.

I'm not sure if it makes a difference, but also try going into the directory ("cd.." until you're back to the C drive root folder and then "cd (folder name here)" up to the folder with the files) into which you've put the files.

Try that and lemme know if it works.
