PSP Slim 3.90 M33-3

When I open my UMD it works fine.

BUT

When I open an ISO it says "The game could not be started. (80020148)"
When I open gpSP 0.9 The game could not be started. (80020148)"
I also have a BIOS and a game installed.
My 2GB Magic Gate is also original and Supported

What are the possible solution to this?
