Yes you hit the nail on the head with my question, but does it matter what platform the game is issued on, I mean Rockstar owns all rights to the game & they made it & they decided to put it on a PS1 a gameboy advance & a PC...So it is their game not Sony's nor Nintendo's, so why would it not be legal, they are giving it away...
Is it because of the format they're giving it away it? Is that the only format were allowed to have it for free with? What if it was possible for someone to be able to convert their free PC download into an eboot someway or another, then is it ok to have that as a piracy free game on your PSP? Once it is ours we can do w/e ever we want with it...
IDK, it is a fine line I do agree with that & I am not saying it is ok, but who knows maybe it is..?! I guess what it comes down to is if it would hold up in court or not...lol...

How could they only ok it for certain platforms? Does this mean they must acquire some kind of "OK" from the platform's, as you will say, "Companies"? So they can give it away for the PC, Without Microsoft's "OK" but they cant give it away for the PS1 without Sony's ok? Seems like a double standard...Does it not?
