How Can I Create Custom Themes,?

I HAVE VER 4.01 M33 -2 NOW I HAVE DOWNLOADED SOME ctf FILES AND THEYRE BADD ASS BUT HOW DO I MAKE MY OWN LIKE TO THE CORE LIKE MY OWN sound and stuff own but screen, stuff like that ?

try a search for make your own custom themes or type custom theme here and see what pops up.there is a topic somewhere but i forgot where that tells you how.it requires some work however
