Check around. Your in the right section at least. Try a thread called something like "Post your 3.40 OE themes" and then theres also Justin's thread about themes...
Edit: Oh yeah, and if you want a coldboot to say whatever you want, for instance "Welcome to your PSP Coldsteel" in green, with green waves, and even change the bootsound... Come request one in the coldboot request thread.
