i made this matrix falling code, and i want to turn it into a wave in the background, is this possible?

the only way would be to make it into an animated gif and then. set it as a wallpaper. and i dont even know if that would work

no, it would remain still.

yes it would remain still you might be able to make kinda a down scrolling affect using the TGA CS. but i doubt it
