    im trying to re-create this, and i dont know what effects are used. more here ASher Roth's A day in the life of Asher Roth Photo Album - MySpace Photos i want to make some pics, that look like that.

    graident layers, old style and grunge brushes, contrast levels changed...and a Oval border. thats about it...

    if you can't find the brush for those lines then you can always just make them from scratch, just get your pencil and hold shift and go up and down then, get your eraser tools and set the opac to w/e you like and erase some parts then set to overlay and what not...
