You can actually do this by downloading PSPbrew and editing the EBOOT, why not just do that with maybe a little photoshop, unless you dont have that.

download paint.net, its free and like a good mix of microsofts paint and adobes photoshop

There is another forum with hundreds of custom backgrounds for homebrew but I can't remember what it was... keep searchin google
