1.)Download this App.
2.)This file is in .rar (you will need Winrar) Here's The quick Link to download:

Sorry not a HTML or URL expert to up in one name, so i just put the whole this, just copy and paste or click this URL.
3.) Once downloaded, download the PSP-Paint (you can either save or open it, but sense your going to put it in the PSP, just click OPEN)
"CONNECT YOUR PSP TO PC AND REMEMBER WHAT "Removable Disk it is on."
4.) Once opened, Right click on the File name "PSP-Paint.swf", then Click on
"Extract to specified folder", A box fill pop up. Find your harddrive of psp and click the PSP, then click on COMMON, then click OK button. Safely Remove Device.
5.) Now On your PSP go to your Enternet Browser,(NO need to connect to ENTERNET.) Press Triangle button to open browser options. Click on File, then click Address Entry, THEN the most important part of all is type the following text "file:/PSP/COMMON/PSP-Paint.swf" (No Parenthesis), Remember to type the exact words as seen here. Click the Enter button and a a pop up will appear saying "Do you want to run the plugin embedded in this page?(Yes/No)" Click Yes and it will direct you to PSP-Paint! Have fun!!! If you want an easy access to this PSP-Paint, just click Bookmarks on your PSP Enternet Browser options. (looks like a Heart), Click My Bookmarks, then click Add to Bookmarks, you must be on PSP-Paint to add as bookmark. So when ever you want to use it, just click on Bookmarks, My Bookmarks and click on the file with PSP-Paint.
Once you get the hand of it, you can do this to certain .swf files.
