If you mean strategy try Field Commander, Jeanne d'Arc, either Disgaea, etc...

I don't know why they started talking about those, you asked about a shooter and I suggest either Syphon Filters. Dark Mirror is the only psp game I've beaten twice except for Killzone. (which I guess could be considered a tactical shooter too...)

ok if you want a good tactical shooter its killzone liberation hands down but for rts its warhammer 40,000.

I second Jeanne d'Arc....totally missed most players radars but really a well done game and plays very well on the PSP.
