I think it would be nice to have a theme download section in the downloads. Members sharing their work.

Yes. If you haven't noticed, admin only updates the downloads section for very few things, such as new MMS creators or major plugins. Even the CFW section is outdated. Not only is it a bandwith-related issue, but a security threat as well, as only admin has upload permissions, and for good reason.
