Establish USB connection to your PC. Right click My Computer-manage-disk management. Locate your PSP drive and right click it and select delete partition. When it's deleted them disconnect USB and try using the PSP format option again.

when i right click for delete portion it doesnt let cause its not highlighted

SO the system does see your PSP when you plug it in?
Disk Management shows the drive letter but it's grey'd out?

yea it does. it recognizes it. it so wired this is what i did. with windows i tried to reformat my psp, i opened my computer but when i opened the drive for the psp it said the the m/s needed to be formated. when i clicked ok it opened up a window to format ,so i did it but no dice same with the psp option to format m/s. then did it with windows again but this time i checked the box for quick format. this actually let me get into the m/s but there was nothing in it. when i checked the properties of the m/s it said i had 3 point something gigs used and 625 mb unused. i then did what pickafingname said and tried to delete the portion but it didnt let me cause i wasn't highlighted. there was an option to format there so i just pressed it and it actually formated my m/s . when it was done it now said i had 815 mb left to use instead of 625 mb but this time all my files and folders that i previously had were back on the m/s. from there i didnt have time to check if the files were working cause i had to go to work. i just got back right now and turned on my psp and it now said i have 3.20 gigs that i could use basically all the memory was back because the rest of the mem is being used with the stuff i had before. thats pretty damn wired for me. but im just happy becuase i was gonna exchange it on ebay and didnt want to wait two weeks to get a new one. thanks pickafingname and everyones input

EDIT: how do i know if i still have fat16 and not fat32?????
