Homebrew software is software for the PSP not made or endorsed by Sony, such as console emulators (nes, snes, etc) and custom games (doom, tetris, stuff like that), etc. The 2.0 firmware update does something to disable the usage of these homebrew programs, so most homebrew fans are sticking with 1.5 so they can play all their games. It seems like some people have cracked the 2.0 firmware however, because a limited number of homebrew games do work on 2.0 now.
A lot of people use 2.0 or above however, since the 2.0 firmware upgrade comes with an internet browser and some games (such as Grand Theft Auto: Liberty City Stories) only work on 2.0 firmware and above (due to video codecs, as far as i can tell).
It is possible to downgrade from 2.0 to 1.5, but no real method exists (that i know of) to downgrade from 2.1 or above. There are lots of threads about it in the homebrew section, but as far as i know, none of them have been proven to work all the time yet.
