What is the best online store, to get one, also i don't want to pay more than $30
You're going to be paying a lot more than $30 for a BMW M3.
Modchip Central - Official Distributor of Wiikey, D2Pro, D2Pro9, Wii-clip, R4DS, M3 Real, R4 DS, D2Pro 9, Wiikey2, Wiikey 2, Drivekey, Drive key, R4i, Acekard2i, Memor32, DSTT, Acekard, Acekard2, Acekard2 and more!
They have the M3 Real + Rumble Pack bundle for $29.95. I've ordered from them several times and trust them.

You might also consider getting the GBA expansion also. It's another $22 or so, but then you can play all the GBA games. The rumble cart is fairly worthless -- I'll bet there aren't more than about a dozen games total that even use it.
Another option is the CycloDS. It's more expensive, but you can get the EZ e-in-1 expansion that contains both rumble, RAM, and GBA capability in a single cart. Also, I personally prefer the faster menus of my Cyclo although, functionally, both cards have pretty much the same capabilities. (Just recently Cyclo added an in-game text reader and battery saver options to their feature list.)
However, the M3 Real is an excellent card and absolutely cannot be beat for the < $30 range.
kool, i have a gba so i don't need it and, yeh the cyclo is quite expensive, but your less likely to get a fake.
You might want to reconsider getting the GBA expansion (in the future). The ability to load all of your GBA games onto the flashcard (actually onto the microSD card that goes into the flashcard) and not have to carry around & keep track of all your GBA games is well worth the $20 IMO.
But that encourages me to download illegally, which i really don't want to do.
