Huh? The original file you downloaded should be an ISO, it sounds like you've extracted the contents of it with WinRAR. If you have, highlight all of the files, right click and there should be an option in your context menu for build image with WinRAR. Use that to put it back in an ISO container.

To burn it, use IMGBurn, it's freeware and an excellent image burner.

the file you downloaded is an ISO, not a RAR, it's just you've set winRAR as the program to open them, and probably have known file types hidden.

was it in an iso format when you downloaded it? it should have been. if it was iso format you should leave it alone

No I don't mean a hidden file, I mean you've probably got known extensions hidden.

What is the file called when you look at it. is it filename.rar, filename.iso or just filename?

Ok, I'm not sure how exactly it is in Vista, never used it, but it should be like this. Go to Tools > Folder Options while you're in explorer. Go to the view tab, and find the entry that says 'Hide extension for known file type'. Remove the tick from that box, press apply and ok, and you'll now see what the extension is.
