    It's not really new. It's been showcased for a year I believe. Basically all it does is stream video from OnLive's servers to your TV and send inputs from the controller back to their servers. So their servers are doing all the work by running the games.

    Yeah this is kind of old news. Also you need like at least a 15mbit connection to use it.

    Also the lag on that thing would be so terrible.

    nop, only 4-6Mb/s connection. You can see a full review of the "console" here OnLive MicroConsole Review - Gear Review at IGN
    and for only $.99 it doesnt sound that bad. You can record gameplay and stream gameplay too and the controller seems comfortable (its like ps3 controller and a 360 mixed). It is not bad idea for me.
