So, lets say I got this banner for another forum in my sig. Not allowed?

If you decide to then place it in your sig in any way shape or form, It will be removed and you could face a consequence, such as a temporary ban, or permanent if we feel it be necessary.

Or does that only apply to those who already spammed it all over the place?

not allowed, its still considered advertising for another forum. You have to PM admin for permission.

and that rule applies to everyone

No.

Advertising threads or posts are not allowed, and those will result in link removal, and possibly a ban.
But advertising in sigs is totally fine.
The advertisements must be within reason, as in no size 7 links to sites or huge images. But no, advertising in sigs is perfectly fine.
