I've made a portal with animated gifs ...there was a file limite, above that size the gif wont play and give you the message that the browser runned out of memory :P
You could try some homebrew picture viewers to see if they support animated gifs, but i think that the best way would be for you to make a simple web page (portal) with animated gifs.
If you want i can send you my portal so that you can see the code that you need to make and the file structure, i would have to strip it down to save you from downloading 60 mgs, because it has some flash animations and games or i could send you the full portal.
