Alright, say I've got a rom of a gameboy game (of which I legally own the actual cartridge for) that utilizes the game boy's internal clock--will the PSP be able to actually utilize that feature? or is there any way to make it do so?
what do you mean internal clock? what game are you using?

No Game Boy ever had an internal clock (unless you count the DS), it was an optional feature added to some cartridges. Since it isn't a standard feature, you'll need to find an emulator that will properly emulate the internal clock hardware your game uses. I'm not sure if there are any available for PSP that do, though. You'll just need to find out yourself.
Gameboy games such as..Pokemon Silver,Gold and Crystal had batteries in them that supported a clock function..and to answer your question..yes it supports it..
