Customize icons in XMB?

I'm curious. I know how to edit the icon pictures and backgrounds in the XMB for PS1 games, but is there a way to do this (and also edit sounds for these icons in the XMB) for other homebrew games and emulators? For example, an emulator I have automatically has music playing and a nice background image when I view the XMB icon. I'd like to know how to add this to other icons.

Also, in Popstation, I noticed there's a specific format of sound for the display of an icon in XMB called SND0.AT3. How (if possible) can I convert an MP3 to this format?

Thanks. Unfortunately the tool I need most from the site's link is broken. The site also seems a little lacking in noob-friendly emphasis (yeah, I'm kind of a noob in this area). Anything else? I'm not having an easy time finding this stuff.
