Here is a complete guide with pics and links to make a gameboot.
Custom GameBoot Tutorial part 1
What you will need:
A video for your gameboot (sample provided for tut)
WinAVI Video converter (converts Downloaded video to .avi)
TMPGEnc 4.0 Xpress (this is to edit video down to size needed,and converts to avi)
Winmenc (this will separate the audio and video)
Ease audio converter (this will convert your separated audio to a .wav)
Virtual Dub Mod (this will convert your audio less video to a umd tools usable .avi)
UMD Stream Composer ( this will join your video and audio into a .mps)(have to find yourself sorry)
Mps to Pmf converter (this will convert your .mps into the final gameboot.pmf)
Decompressed & edited Opening_plugin.rco (this will allow you to set the time delay so your gameboot {longer than 2.5 sec} can play in its entirety)
RCO edit (this is used to edit the opening_plugin.rco)
A PSP with CFW installed.
I have included a a source folder with all the files I used to make this tutorial.(The video however is already at the correct length for the tutorial)

You will find a download link for all the apps (EXCEPT UMD TOOLS) that you will need to complete this tutorial.
However if you can not find these umd tools I know a guy named GOOGLE that will help you...
The video I used was downloaded from youtube with keepvid.com. (I saved as mp4 good quality)
If your using the video I supplied for the tutorial you can skip this first step, you will need it though when you grab your own so look through it.
First off open TMPGenc 4.0 like so:
and start a new project.
add your video.
it will then open this window click on cut-edit. Find the piece of video you want to use and cut out the rest by using the tool at the bottom. making sure you leave what you want in the main editor. Then click ok.
you will then see this screen select format.
select avi and then encode,
be sure to save in a folder you can work out of saving to desktop would become to confusing for me anyway..
open up winmenc and select load profile. select psp avi
after loading profile select add files.
select the video tab and set video frames to 29.970 and video to divx then select the audio tab and click no audio. Then go back to the batch Tab.
PART TWO
select encode. when it is done go back to audio tab,
and select mp3, and go to video tab and,
select no video then return again to the batch tab and,
encode you will see the command prompt come up and down you are done with winmenc.
open up ease audio converter and open your video.novideo you made in winmenc
then select wav from the list and start. after it is finnished it will open up the target folder it saved it in.
cut this and put it in a folder ready for umd tools.
next open up virtual dub mod and select open file.and open up the divx file with no audio you created in winmenc.
then select file save as AVI. also save this in the same spot as the ease audio converter file. So if you managed to find the umd tools we can go on
open up umd stream composer and select new project. give it a clip & project name and select next.
PART THREE
select the psp movie format(for game) box, with a max clip size of 2 mb and select finish.
now select video source and select the avi you saved in the ready for umd folder with virtual dub mod.
and then select audio source and open the audio file you saved with ease audio converter.
then up top select run encode plus multiplex.
this could take a min or two.
This process will create the 0001.mps that you will convert into your gameboot.
when it is done your file will be in my documents\umd stream composer\muxwork\(what ever you named it)\00001.mps. just right click and cut.
paste it in your mpstopmf\gameboot folder and double click on gameboot converter. you now have a 00001.pmf. rename to gameboot.pmf and put it in a finished\gamebootname\ folder where you are going to put the rest of them you make.
ok now make a copy of the opening_plugin.rco you downloaded in the pack and put it in there with the gameboot.pmf. open up rco edit and drag the opening_plugin.rco into the program. Go to anim data scroll down to gameboot movie and select the delay right above the fire event. (this is the delay you need to set to correspond with the length of your gameboot.) If your gameboot is 10 sec then change this to (10050) if it is 5 sec change it to (5050) and so on. You may need to adjust it once you load your gameboot onto your psp to get it just right.
(if you are using the source video in the tut make your delay 16550)
and remember if you make a gameboot for someone give them the rco with it..
now all that is left is to go into recovery mode on psp and set usb mode to flash 0. connect to pc open up vsh\resources\ and drag the gameboot.pmf, and opening_plugin.rco in. BE SURE TO BACK UP YOUR FLASH 0 FIRST. I AM NOT RESPONSIBLE IF YOU BRICK YOUR PSP.
I might add that you may need to free up some space in your flash0 for bigger gameboots.
