anyone know bout an japan imported psp?

hey guys a friend of mine is in asia right now and i was planning on telling him to bring me over a psp. im pretty sure that the system there is pre-modded because the last time i went back every console they had were modded to play burnt games. but the problem is, the psp is in japanese so i cant understand anything, either that or its in chinese...and i still cant read it. i wonder if i can change it to english somehow and play american games? please help? and if it wasnt pre-modded is there a way for me to download games and play it ( sorry i dont know the exact term for it, firmware, homebrew, etc lol ). please help guys!

Downloading games is illegal.
And you can change the language.
