Should probably know how to install them first before you worry about making them... But yesh. You gots 2 b teh 1337est in C++ programming.

you need Cygwin too dont you? to emulate linux or whatever.

Cygwin is a linux emulator, to create a linux editing tool in windows. Im going to try using Virtual PC, and actually running ubuntu - im not sure if it'll work though.

You can code with Cygwin and the PSP Tool Chain. Google for more info.
