yes there is, IRSHELL. It is not just an alarm but has many other features too, but i use it for alarm puirpose only, u can even set a mp3 file as alarm and then just put ur psp in sleep mode and when the time ocomes it would automatically switch on the psp and ring, but it dose not have snooze. I HOPE THIS HELPS

Here you go bro. W/O even using IRshell...
PSP homebrew - PSPconsole v1.7 - PC Gaming, PlayStation, Wii, Nintendo DS, Xbox 360, News, Reviews, Downloads, Custom Apps, Homebrew and much more.

Here are the list of features of the excellent plugin so far:
    Quickly see battery info.
Delete, cut, copy, rename, create, view properties of file/folder, set them hidden/read-only.
    View text files.
View and edit with hex editor.
    View loaded threads, modules files.
    Use alarm clock.
    Play C snake, Tetris, Pong.
    Sort your games and homebreews.
    Use calculator.
    View calendar.
And all that you can do from XMB menu when you are listening music or watching videos.

    Changelog:
Added alarm clock, alarm sound must be in "ms0:/seplugins/PSPconsole/alarm.mp3".

I'm trying this one out when I get home!

It works and is VERY EASY to use.

Put the pspconsole folder in your seplugins and the line ms0:/seplugins/PSPconsole/PSPconsole.prx 1 in your vsh.txt file. Enable the plugin in the recovery menu.

Press 'START' to enter into the PSPconsole menu and there are all your options in front of you.

Go to 'PROGRAMS' then 'ALARM' to set the time you want the alarm to go off at and press [] to put your PSP asleep until the alarm turns the PSP back on.

Note: You must 1st put whatever sound you want as an alarm into the ms0:/seplugins/PSPconsole folder as 'alarm.mp3'. So whatever sound/music you wanna use make sure to rename after copying it there. I chose the Unicron Theme from Transformers: The Movie (1986).

i'm on a phat, and i changed it to be activated when i press the Home key anywhere in my XMB, the alarm clock is really nice, i've set mine to Naruto music :P though i don't like the show much, i do listen to some jap music, and this song "No Boy No Cry" is pretty loud :P:P

set the alarm and it'll go into sleep mode and turn back on when it's time
