I am running 3.03 OE-C which is fine for most games (iso) but it seems like the new games are not not working and produce the 80020148 error.
Should I be using a newer firmware version?

I had 3.40 OE-A for a while, loved it. Then yesterday I decided to upgrade to 3.52 M33-2. Both upgrades are easy. Choose what ever one you want, it doesn't really matter. I would go with 3.52 M33-2 by now. It's the latest and it's just as stable as 3.40 OE-A.
One last question.
If I upgrade is it easy to go back again to 3.03 OE-C?

yes its easy to go back to any firmware you want, also it makes your psp have less chance to fully brick.
These firmware include a recovery menu that you can reach at anytime. Also the recovery menu has a function that lets you restore back to 1.5 firmware with ease (if you have the file 1.5 eboot), you can then upgrade again to whichever firmware you would like.
In the readme for the 3.52 M33 install is talks about having the /PSP/GAME150 file structure however even though I am running 3.03 OE-C I have /PSP/GAME. Will the upgrade still work?
Can I just check, how do I recover the PSP if it goes wrong?
