keep having to reset config menu?

everytime i reset my psp and want to play a game, i get that error message and i am forced to reset my psp, go to configuration, and turn off all the settings that need to be turned off. why doesn't it save it? anyone else encounter this as well?

Format flash1 and restore default settings, then change everything back, should be good to go.

now im getting a problem where i can go into the recovery menu but the configuration menu is blank...

i want to try this, but will it delete all my save files...and is formating flash1 an option in the menu, or does it have to be done through my pc?
