Yes, numb3rs was talking about the background in that theme.
You need cfw to put themes on it.

to my knowledge, there's 2 ways to do it. You can replace the files yourself for that theme, but u'll have to replace files each time when you want to change theme. Or you can do it the ez way and install an addon

No... Go to Recovery > Advanced > Toggle USB flash0. Then find custom themes that are COMPATIBLE with YOUR CFW. If they aren't, then, well that sucks, because your PSP will semi-brick/brick. If this isn't your style, use CXMB. Which installs themes from your memory stick. But CXMB themes can only be customized to a certain point. So, flash0 is better, but has risks, just back-up your whole flash0 archive to your Desktop, so if you fuck up you can go to recovery and fix it.

You mean .ptf themes? No, you just make a theme folder and put them in there, then go to PSP Settings > theme > find your theme.

it is how u play them, i did it, u download cxmb, and seplugins and put them at the root of ur mem stick and then put the .ptf files in the theme folder and talk ur psp out of usb mode and go to recovery and then go to plugins and enable cxmb and the leave recovery and go to settings and then theme and u can choose .ptf files for ur theme
