downgrading is when you go from a new firmaware to an old one for example:4.01->3.90
you do a downgrade to install to your psp a cfw(custom firmware).
with cfw you can add custom themes,play back-up games from the memory stick,run homebrew applications,run emulators and e.t.c....

downgrading is going down from a higher firmware to a lower 1. u would do it to be able to download free games homebrew. etc.. u do it by buying or making a pandora and magic memory stick.
