The setting in recovery doesnt actually work. If it ever did its been a very long time since it has.
If u have pandora u can use DCv7 to change the region make a backup of ur nand before doing such things so u can restore the original keys later.

I have just had custom firmware 4.01 m33-2 installed on my US PSP Slim console.
For some reason I can not find the (Free UMD Region) which is referred to in the service menu, so that I can play other region UMD movies.
I can see the fake region alright, but even changing them to the region of the UMD video is not enough.
Any information on where can I locate this feature? And whether it exists in the first place in this firmware?
