CTF themes not showing up in my Themes on XMB

Im running CFW 6.35 pro B-9 on a 1k
My CTF themes for 6.35 aren't showing up and I have the CXMB plugin and added the line ms0:/seplugins/cxmb.prx 1 to my vsh.txt.
I've also tried creating a CXMB folder on the root of my memory stick and adding the line ms0:/CXMB/cxmb.prx 1 and that didnt work
I've also tried coldbooting and reenabling the CFW after both methods I tried
