Can you do it if you revert back to the 1.5 Kernal? If Yes, what are the effects on Game play, Music, Videos etc...

If you mean downgrade, all gameplay and stuff stays the same.
But, on a downgraded PSP, you need to be on the other kernal, not 1.5 to execute PSPTube.

cannot use homebrews on official sony firmwares....

there are some that you can, but those arent the ones you need/want...
