My psp is a 3.90 m33-3 firmware, and i wanna know how to gain access to a wep protected access point, i hear there are many ways but still i have seen none.

Only way to access a protected Access point is if you know the password...well thats all we can tell you here anyway..cracking a WEP/WPA or whatever other encryption someone has put on their connection is considered a felony in most places...unless you have permission to use it..

when you mention many ways its probably because the technique to getting a wep security password is by hacking which is gonna get you caught anyways and arrested
